Program Background

Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection (PROAKTIF) is a new three-year partnership between the Government of Australia and the Government of Indonesia, to strengthen Indonesia’s social protection policies and systems. A central feature of the program is that it provides support to the Secretariat of the National Team for the Acceleration of Poverty Reduction (TNP2K), a policy think tank which provides evidence-based policy advice and coordination across a range of GoI ministries and agencies. This longstanding partnership has contributed to Australia and Indonesia’s joint goals to address poverty and inequality and reduce barriers to inclusive economic growth.

PROAKTIF has two outcomes that emphasize Australia’s intent to support and empower the TNP2K Secretariat over the next three years: 1) TNP2K makes an effective contribution to reforming and improving poverty alleviation programs in Indonesia, and 2) Enabling facility optimises TNP2K performance, including in the promotion of GEDSI and performance monitoring.

The Role


The Coordinator of Policy Operation Team is responsible for leading and managing the TNP2K’s policy operations and social protection policy support, which includes:
  • Designing the implementation policy of poverty reduction programs.
  • Providing advice and technical assistance to GoI on the design and implementation of poverty reduction policies and programs.
  • Supporting GoI ministries/institutions to prepare, implement, monitor and evaluation poverty reduction programs.
  • Collaborating with other TNP2K units and policy teams to support the development and dissemination of policy advice across related TNP2K areas of work.

About You
It is expected that the successful candidate will possess the following:

Education and analytical skills:
  • Advanced degree in relevant academic field (economics, public policy, or other social sciences).
  • Demonstrated problem-solving skills and aptitude for learning the new theory and practices in social protection sector.

Experience/s:

  • Minimum 10 years of work experience for master’s and 5 years of experience for Ph.D. in providing support or technical advice to large-scale, high-impact social protection/assistance program, delivery mechanism for improving the quality for the at-risk populations particularly in low-income families/households.
  • Extensive experience in providing technical advisory services for high-level program.
  • Advanced practical experience in dealing with institutional design and implementation issues of national government program.

Technical Skills:

  • Proven knowledge and understanding of poverty reduction program are desirable.
  • Experience in designing implementation mechanisms of poverty reduction program.
  • Experience in drafting program guidelines (general and implementation).
  • Experience in reviewing regulations related to poverty reduction programs.
  • Able to interpret and present data and information.

Interpersonal Skills:

  • Demonstrated leadership skills and ability to manage people for performance.
  • Demonstrated strong interpersonal skills, including a proven record of in providing prompt and quality response to client requests and ability to effectively communicate internally and externally, share information with colleagues, clients, and management.
  • Excellent presentation and writing skills are required.

Teamwork Skills:

  • Dedication to work in teams.
  • Able to work effectively with a range of government agencies, development partners (including donors, multilateral agencies and non-government agencies).
  • A strong record of working across organizational boundaries is required.

Time management skills:

  • Ability to prioritize and manage time efficiently.
  • Can handle multiple tasks effectively and coordinate a team to meet deadlines.
  • Ability to manage uncertainty and adjust to a changing work program.

Language Skills:

  • Fluent in written and spoken both Bahasa Indonesia and English.

Other Requirement:

  • Willing and able to travel for work.
Remuneration
The remuneration level at which the position is engaged is Locally Engaged Staff and will be based on the successful candidates’ relevant skills and experience. This is a fixed-term position.
